If you advertise on ChatGPT and have visitors in the EU or UK, OpenAI's conversion tracking on your site needs to sit behind your consent banner. OpenAI handles consent inside ChatGPT. What happens after the click, on your website, is up to you. And OpenAI's pixel measures every visitor by default, unless your consent management platform tells it not to.

UniConsent lets you add OpenAI to your banner in a few minutes, next to Google, Meta, TikTok and the IAB TCF vendors you already manage.

OpenAI updated its EU privacy policy in June 2026 and said it would rely on consent, not legitimate interest, to personalise ads. Ads started showing to Free and Go users in Europe in late August.

ChatGPT users in Europe get one of two kinds of ads:

  • Personalised ads, with consent. Ads can be chosen using past chats, memory, ad history and information from advertisers, such as what someone bought after clicking an ad.
  • Contextual ads, without consent. Ads are chosen from the current conversation and approximate location only.

The detail that matters to advertisers: OpenAI also uses data that advertisers send back, including purchases made after a click, to measure how its ads perform. That data comes from your website.

What OpenAI tracks on your site

To report conversions, OpenAI gives advertisers a Measurement Pixel for the website and a Conversions API for the server. When someone clicks a ChatGPT ad and lands on your site, the pixel stores a click reference in a cookie, then reports events such as sign-ups, add-to-carts and purchases, with order values. It can also send hashed customer details, such as email addresses, to match conversions. Hashed data is still personal data under the GDPR.

In the EU and UK, setting those cookies and sharing that data for ad measurement needs the visitor's consent first.

The default you need to change

OpenAI's documentation says its pixel treats every visitor as consenting unless the site tells it otherwise. Installed straight from Ads Manager, it starts tracking before your banner has been answered.

OpenAI leaves it to the advertiser to:

  • list OpenAI as a vendor in the consent banner,
  • collect each visitor's choice, and
  • make sure the pixel and any server-side events follow that choice.

That is exactly the job of a consent management platform.

Add OpenAI to your banner

OpenAI is not part of the IAB TCF, so most CMPs can't list it out of the box. In UniConsent you add it as a custom vendor in your dashboard, with its purposes and privacy policy. It then shows in the same banner as your IAB TCF and Google vendors, and visitors can accept or refuse it like any other. See How to manage vendors.

Hold the pixel until the visitor agrees

UniConsent can keep OpenAI's pixel switched off until the visitor allows OpenAI, then switch it on, and switch it off again if they change their mind. You can do it whichever way suits your site:

Consent Logging records each visitor's choice with a consent ID and a timestamp, so you can show that every conversion you reported to OpenAI came from a visitor who agreed.

Apply the right rules by region

UniConsent asks for consent in the EU, EEA, UK and Switzerland, and applies opt-out rules in US states. Visitors from regions that don't require a choice aren't held back, so you keep measuring where the law allows it.

One CMP for every ad platform you run

ChatGPT Ads is rarely the only channel. Most advertisers testing it also run Google Ads, Meta and TikTok, and each platform reads consent differently. UniConsent covers them all from one banner:

  • Google Ads and GA4: Google Consent Mode v2, Basic or Advanced, as a Google-certified CMP.
  • Meta Pixel and TikTok Pixel: ready-made consent tags. See Meta Pixel consent and TikTok Pixel consent.
  • Microsoft Ads: UET Consent Mode.
  • OpenAI and other platforms outside the IAB TCF: custom vendors.
  • Programmatic and publisher demand: the IAB TCF, as IAB TCF registered CMP ID 68.
  • Server-side tracking: consent passed to your server container.

Checklist before your first ChatGPT Ads campaign

  • OpenAI is listed as a vendor in your banner and cookie policy.
  • OpenAI's pixel doesn't run until the visitor allows it. A cookie scan shows whether it is already setting cookies.
  • Server-side conversions are sent only for visitors who agreed.
  • Consent Logging is on, so you can prove each choice.

FAQ

Do I need consent for OpenAI's pixel? For visitors in the EU, EEA and UK, yes. The pixel sets cookies and shares conversion data with OpenAI for ad measurement, which needs consent first.

Does a user's consent inside ChatGPT cover my website? No. It controls how OpenAI personalises the ads it shows. Cookies and data collected on your site need your own consent.

Is OpenAI's pixel off by default? No. It measures by default unless your site tells it the visitor hasn't agreed. UniConsent does that for you.

Is OpenAI in the IAB TCF? Not at the time of writing. With UniConsent you add it as a custom vendor.

Can I manage ChatGPT Ads, Google Ads and Meta consent in one place? Yes. UniConsent handles Google Consent Mode, Meta, TikTok, Microsoft, the IAB TCF and custom vendors such as OpenAI from one banner and one dashboard.
