When ad_storage is denied, Google Ads does not set advertising cookies. When ad_user_data is denied, user data is not sent to Google for advertising purposes. When ad_personalization is denied, remarketing audiences are not built for that user. In all these cases, consent-aware Google Ads tags send cookieless pings that feed Google's conversion modeling.
